Can you explain why PR discourages your prey from bleeding?

It would seem that if bleeding is your ousting strategy you just need to do it no matter if it is for 2 or 6.

Just a misstep in wording. I meant predator!

A lot of times when making a lot of pool and with protected resources on the table I find my predator taking a different action than bleeding to try and slow down their predator or to bolster their own defenses.
