How long does "as the action is announced" window stay open?
(1) Can I use a card that was drawn to replace an action card in "as the action is announced" window?
My vampire plays "Govern the Unaligned (Inf)" to bleed.
Can I use "Seduction" that I had just drawn as a replacement for the "Govern the Unaligned" ?
(2) Can I use two (or more) cards in "as the action is announced" window?
My vampire plays "Govern the Unaligned (Inf)" to bleed.
Can I use both "Seduction" and "The Sleeping Mind" ?

It starts after the action card is played (if any), not cancelled, and replaced. It then lasts until everyone passes - which a lot of the time, will be implicit because no-one leaps in to do anything.

Yes. Just like you can play any number of cards in the "before range is determined" window, or whatever.

Can you play cards that does not have
"Only usable as the acting vampire's action is announced." clause
in the "as the action is announced" window?
For example, are the following legal?
A vampire plays "Govern the Unaligned (Inf)" to bleed.
Replaces. (Drew something irrelevant.)
Plays "Conditioning".
Replaces. (Drew "Seduction".)
Play "Seduction".
Replaces.
Pass the impulse.
