source: nagaraja after the fall of the black hand took refuge among the kuei jin of the emerald courts. These kuei jin were famous to use a power similar to vicissitude... about one half of the kuei jin had a power similar to celerity and one fifth had a knack relating to the deads.

This ally looks non-viable. With 1 life, you won't play combat with him, making Celerity close to useless. With 1 life, you won't play lots of Vicissitude cards or Necromancy, unless I miss something.
It can gain life, but slowly, and at 0 stealth.
So basically, you'll pay 3 pool for an ally that will die during his first action.

The emissary can maneuver once per combat. Prevent any damages done to him by cards using vicissitude. He can play cards requiring basic necromancy as a vampife. This hunt action does not get the usual +1 stealth if the emissary has more than 2 lifes.
So i avoided the celerity issue as giving him another maneuver but i wonder if a dodge + additionnal would not be more appropriate.
, i have read again the (blood ? Flesh ? ) shintai which is widely spread in emerald court: it makes the kuei jin more capable with his own flesh but not the one of others so i turned it into a kind of immunity to vicissitude.
i added a life to allow him to survive a little more and i corrected the hunt/gain life action to allow him to "heal" when low or to take more risk to get bigger...
I turned him totally into a dhampyr (so an offsprinf of a kuei jin) in avoid trouble which would arises if a kuei jin extension would arise... kuei jin followed some rules of the vampire but not all of them: the elders could feed from the air, some could expose themselves to sunshine with far less damages than vampires, some could have children, some could not be staked,... and if i remember corretly they had no torpor: when one was dead blown, he was dead blown...

I'm not really seeing why anyone would play this, really.
I can get a weenie with Necromancy out much more easily, and it hunts at stealth, and can be used to give me pool via Blood Doll or Vessel or whatever else. The weenie will generally be more resilient than this ally, because it can go to torpor. Weenie Necromancy isn't something super useful where you might think about wanting to bring out dozens of vampires, generally.
What deck are you envisaging that this would be useful in?
On a purely textual note: you can drop the "Any cost for these cards are paid with his life. Any card giving him blood gives him life instead." text. It's unnecessary these days, as it's provided by the rulebook. (It wasn't when such allies were first invented.) Freeing up that text might give you scope to make the card more interesting.

I thought to be cool to have a thematic ally...
But you are right, i shall take into account that at the present time, nagaraja are:
- descent bleeder (almost all of them have at least dom inf and some got aus superior) but get almost no stealth option except a few necromancy cards
- average or bad wall: they have got necromancy and auspex to intercept but they have almost no combat cards (almost no maneuver, no combat ends,...) and consequently blocking is not a good option for them... redirecting with auspex and dominate seems nice against bleed but at the present time i would put intercept cards only if i had guns in hand to provide a backup (and to pray to survive)
- almost worst political vampire: no titles, no discipline suited...
- and besides they are scarce: so you can hardly build a full crypt with them...
So usually you can pick a few but to put in a deck based on a weenie dom or weenie auspex or maybe for bleed/stealth (dominate/necromancy) mix with giovani...
so you are totally right this version does not correct flaws from the nagarajas nor does it allow them to enhance their abilities...

The emissary can tap and burn a life to give an independant vampire + 1 bleed or +1 intercept or 1 maneuver or 1 vote during a referendum.
If the emissary has less than 3 lifes, any vampire and ghoul ally you control can give him a life as a +1 stealth action.
so: i added a burn option, i made him unique to make more interaction with giovanni cards such as the kazar diairy.
i removed the vicissitude related aspect, modified the "add life" possibility...
Much better, but if you look at Saatet-ta that is very good. She doesn't require a scars vampire to put into play and only cost 2 pool.
The burn option is very nice thou.

saatet "helps" only sethites... my emissary "helps" any independant vampire even cross table.
on the other hand, saatet tap and does not need to burn life, the emissary taps and does burn a life (which allows him to go quickly to ash heap)
and last saatet is reshuffled when burned, the emissary is put into graveyard when burned (and so can affect khazar diary, be used to summon shambling and so on..)
But I think this ally is very bad for Khazars, it cost 3 pool. But in a shamblers deck you could have a lot of them and they would fill a purpurs.
