I have two questions regarding Ilomba.
The first question. When stealing the ilomba, it is placed automatically on the stealing minion? He does not get the choice to place it on another minion right?
The second question. When Zhenga recruits an ally e.g. procurer and the meth has 3 Ilombas in his hand, can he burn 3 blood and place each Ilomba to a different minion? The meth only has to declare that he is recruiting the ally and does not have to announce the other retainer/allies he drops later, right?

Zhenga can burn 3 blood to recruit 3 Ilombas. But retainers are put by default on the vampire that employs them, so you can't choose 3 targets to put the Ilombas on them.

So the ability of the Ilomba that allows it to be put on another minion, can't be used by Zhenga when she uses her ability?

The real question is; when does the "Put Ilomba on ..." apply?
1.) When employed (any means, not just action).
2.) When taken control of.
3.) On explicit employ ACTION
I don't think it's 2 or 3. Which would mean you can choose targets when you employ them using Zhenga's ability. And you cannot choose targets when stealing an Ilomba.
Interestingly, you would also avoid the whole D action clause using Zhenga's ability...
Sidenote: Charnas the Imp has the same issue, so kinda surprising there's no LSJ ruling on this.

I am not saying this is the answer, fact is, I don't know and I don't think Ankha's answer can be claimed correct either yet. This is typically a VTES quirk that needs a ruling. I was unable to find one.

Yup, thats a relevant ruling right there, albeit an unsatisfactory one.
It renders part of the card text innate if attained through other means than a default employ action.
Which is simply confusing.
Something to avoid in a possible reboot =P
