Q: NRA PAC, No Confidence

Two (unrelated) rules questions. 1) If NRA PAC is played, does it affect equip actions done during the player's (current) turn? In other words, if player A equips minion B with something and plays NRA PAC during discard, does B untap? I think the answer is "no", but would like confirmation. 2) No Confidence states "loses the benefit of his or her title". Does that mean that the vampire still has the title, but it has no effect, or does it mean that the title is effectively gone (for as long as No Confidence x 2 is on that vampire? In other words, is the target vampire still considered to be a "titled vampire", and can it be targeted by effects that only work against titled vampires (or the specific title in question)? Card texts: NRA PAC [Event] Government. Any minion who successfully performs an equip action untaps at the end of the turn. No Confidence [Action Modifier] Play after resolving a successful action that requires an anarch. Put this card on a titled non-anarch vampire controlled by the target of the action (or by your predator or prey if the action is undirected). A vampire with two No Confidence cards loses the benefit of his or her title. Burn this card if this acting vampire leaves the ready region.
