This is a first iteration, kinda want it to get ankaara, get baron, go malk, and then hunt or steal vamps as often as possible
There are a lot of problems in your strategy:
1. How do you expect to kill?
2. What will you do after you play your first Chameleon? You're playing no Banishment.
3. How do you expect to survive bleed&stealth, vote or combat decks?
IMO, you should focus either on:
-Chameleon (Arishat and co. as friends, with vote push and Banishments)
-Madness Network (maybe getting Heart of the City and bleed retainers and profiting from Shalmath's special)
I really don't see how your deck will work...

Werewolves are good against combat/ligt stealth bleed. Against heavy stealth send wolfies backwards t nuke stuff. against vote decks? steal their voters.

This is essentially a slight rebuild of mycurrent shalmath and his bazillion buddies deck, so the malk network is there to allow shally to do silly things like hunt for 3, sargons a chameleon/SH/whatever is needed back into my hand, bleed for 1, or other generally annoying actions
Heart could be strong.
To start off, 30 actions seems too much even for Shalmath, you are going to clog.
The deck has a lot of moving parts, and in this version it is not too dangerous to block Shalmath; maybe add 2 Decapitate to punish people for blocking. People WILL try to block Chameleon actions anyway.
Regarding the moving parts, relying on Clan Impersonation is tricky and not too flexible if you also need to be an anarch baron. If Shalmath changes to Malkavian, he changes sects as well hence the Baron title becomes inactive (if he already had it), so you loose additional actions and blood to become anarch again. For that purpose, a few anarch converts in the crypt may be handy to make it easier to switch back or to become anarch again, and you will be ready for Chameleon actions one turn earlier. You do not want to loose your window to play Chameleon!
I would also add an Enkil Kog just in case the Madness Network is removed, and extra ousting power.

You totally missed the point.
Banishment allows to steal the banished vampire after he comes back in play. What cordovader points out is that you'll be able to steal one vampire maybe, then you won't be able to play more Chameleons because vampires will have been out for more than one turn (it will be too late).

You have no real plan B for that...

AWESOME, bleeds for 1 ftw.
The main issue I see in this deck is kind of same as with form of corruption, only worse. Form of Corruption discourages your prey to go forward, this one discourages your prey from spending their pool to bring out new vampires, which combined with the really small pressure you are putting on their pool means that in most cases you will just end up screwing the game of whoever is sitting front of you before you get ousted.

Difference being Form of Corruption only targets your prey. If my prey clams up, its banishment crosstable and chameleon time

Lets paint this scenario:
-Your prey spends 9 pool on a vamp.
-You steal it with Chameleon.
-He's not willing to take other vampires out nor spend pool.
With 12 Shalmath in your crypt, how do you expect to burn 21 pool with bleeds for 1 with Shalmath?
There's no way you're winning a single game with this deck...
