blocking and redirecting bleeds

Hi When a player makes an attempt to block, is he/she bound to it? game situation: vamp a bleeds, vamp b attemts to block, vamp a plays a non-stealth modificator, like a dawn operation or a conditioning and says: "i've no intercept, I'm blocked", can vamp b redirect it? we know that playing a card opens a window for effect being played but we were not clear on how does it affect a successful block attemt. If B attempts to block and A doesn't play that would make the block ineffective (stealth, Daring the Dawn, "block fail" effect), then B succeeds the block. He can't choose not to block. This means that B can't play a Redirection (or Deflection or any card that redirect the bleed) in that case, because it says "only usable... after blocks are declined". This also means that if B attempts to block and A plays Dawn Operation at superior, he can't choose not to block. Only inferior effect of Dawn Operation gives the opportunity to B to choose not to block. Dawn Operation: [for] If this action is blocked, all damage inflicted on vampires in the resulting combat is aggravated. Any vampire attempting to block can now choose not to block.
