[LSJ 20100429] The Govern the Unaligned card played by a vampire with Ankara Citadel is a card that costs 0 (don't trust existing prints - Ankara Citadel does change the cost). Therefore, you can't untap with Cavalier after playing GtU under the cost-reducing effect of Ankara Citadel.
