I like the idea, but I think the "use it now or hold it for later" element of it is probably making it look a little over-complex. I'd probably just make it happen now instead. Given that there's now no action to block or referendum to fail (etc.), that seems possibly slightly fairer too - I can, at least, annoy your Red Listing efforts fractionally by not transferring out that vampire just yet.

Well, "now or never" is slightly too situational -- entering combat with a Red List minion takes time, it requires a setup that can take a few turns. Then burning the Red List in combat takes time (the first combat may not work how it was planned). If you have to wait to burn a Red List guy to play the card, it will clog your hand too long.
There's already a restriction about the controller of the next Red List minion, I think it's enough.
