I am probably missing something again but does a non-titled vampire that gets a vote becomes a titled vampire or is he a non-titled vampire with 1 vote? Yes, sorry I'm stupid. So an answer somewhat less lengthy then the Andre post would be appreciated - )

Getting a vote from a library card, such as Legacy of Pander, Legendary Vampire , or Kduva's Mask is not a title, and does not make you titled. If it did, you could run into issues such as Queen Anne (a Prince) being given Legendary Vampire and, wait, does she suddenly have two titles, and have to yield the first one?
Some Independent vampires can be printed with titles that don't have specific names, such as Mata Hari : "Mata Hari has 2 votes (titled)." That's a title that's tied to Mata being Mata, so if she changes clan or sect, she still has it.

No.
To become titled from a library card, it needs to say it's giving you a title. Just being granted votes by a library card does not make you titled.
The difference between Legacy of Pander and other cards is that Legacy of Pander does not stack with itself. (It used to in the past.) A vampire with two Hierophants gets two additional votes, one from each card. Having two Legacy of Panders in play does not give your Pander extra votes from the second one - thought it does potentially make it more robust, because your opponents would need to get rid of the extra card.
Choose a Follower of Set. If this referendum passes, put this card on the chosen vampire. The vampire with this card has 1 additional vote. Any vampire who successfully blocks the vampire with this card burns 1 blood (before combat, if any).
How does it interact with a Crusade, then?
Since it does not add votes to the vampire, just grants one, a crusaded Pander gets 2 votes from the crusade and not 3?
