Dawn Operation and environmental damage

A debate has been brought up in my playgroup about wether damage from environmental sources (Like Weather Control or Carion Crows) can be aggravated by Dawn Operation. Everyone states that there is a specific rulling that prevents that damage from being agravated (only damage from strikes can) but I found no such rulling. I found, however, a rules clarification from LSJ, stating that you can aggravate Weather Control's damage with Dawn Operation, more specificaly, that you can treat it like normal damage with Skin of Night. This dates back to 2004. So, which is it? Can I aggravate environmental damage or not?

Environmental damage can be aggravated. Common examples: - Dawn Operation + Weather Control - Domain of Evernight + Outside the Hourglass - Ghoul Retainer + Ivory Bow Pulled Fangs' damage was first aggravated (but it now no longer is).
