How often can a given minion use the Kaymakli Fragment?

This Sabbat vampire may allow you to draw 5 cards from your library as an action (discard afterward). This infernal minion may move 3 blood from the bank to a vampire in your uncontrolled region as a +1 stealth action. Any minion may steal this equipment as a strike.
a) He can use it once per turn. If it is swapped away via Heidelburt another minion can use it once this turn too.
b) He can use it once as a Sabbat and once as a infernal per turn.
c) He can use it multiple times per turn (asuming he can untap in whatever way).
I assume it is a), but one never know... .

Once per turn. The question has been asked and answered some time ago, but I cannot find the post.
The reasoning was that you can't play/use the two effects of a card (like Govern the Unaligned or Kamakli Fragment) twice per turn, since it would violate NRA.

I get the ruling....and it is clear enbough. But on the face it seems to fly in the face of commonly understood NRA mechanics. I need to be able to explain this to my playgroup.
That ruling boils down to "you can access different parts of the same card's text with the same minion and not bump up against NRA."
In the case of Frag, that's sonce as Sabbat, once as Infernal, with NRA being based on a vampire's properties.
It seems to me that normal discipline-based actions cards also have requirements in a similar fashion - that being "basic" and "superior". So using the logic behind the Fragment rule issued above, I could potentially Govern "down" using the [DOM] restriction then "left" with the [dom] same minion in a given turn.
Is the reason for the difference in approach that [DOM] is largely dependent on having [dom], while Kaymakli's Sabbat and Infernal requirements are completely independent?

So am i correct in interpreting this to mean there's a difference in how NRA is applied depending on whether the card in "played" (ie: played straight into the ash heap) or "in play" (ie: stays in the play region)?
ie: Say i have only 1 vamp out, minion X:
A *played* action card (that has multiple action options) - eg: Govern - can only have one action performed per turn by minion X
A card *in play* (that has multiple action options) - eg: Kaymakli frag - can have it's first action performed by minion X, then that same minion (if it untaps) can perform the second action option in the same turn
Sorry for being a bit pedantic, but this is v different to how i thought it worked (ie: NRA same for everything), so i just wanted to be absolutely clear on it.
Multiple Actions from an IN PLAY card are considered to NOT be repeated actions IF the action taken is a separate action on the card IN PLAY.
A card played from the hand has only ONE possible action (e.g. GtU as a Bleed OR GtU Down) since it is NOT in play there are no other possible actions and further uses of that named card are prohibited by the NRA rule.

Both are correct.
I sincerely believe that the rulebook needs to be adhered to in this case. LSJ's arbitrary decisions do not need to be upheld on every account, especially when contradicting the written, and widely distributed, rules. This is solely on you as the new Rules Director, of course, but then you should actually make that 'little line' change in some official rules printing.
There are so many things that aren't in the "widely distributed" rules that it doesn't strike me as a big deal.
I also wonder why, all of a sudden, people are "against" LSJ's rulings, and want them overturned. It's nonsensical.

I'd say that it is way easiest to adhere to LSJ's rulings than to start revising some of them.

Although, having said that I'd still be happy if you'd actually couldn't use Villein on vamps with less than 2 blood... But you really can't have everything and if I could I'd have a pony!

Actually Lonkka, the issue here is that your third rule has become the first rule. LSJ's ruling here has contradicted the rulesbook, thus begging the question whether the rulebook or LSJ's rulings take precedence.
LSJ's rulings for the most part clarify how cards work in certain instances or go into more depth than the rulebook does. In the case of Villein, LSJ defined what it means to "move" blood from a card. His ruling on that did not directly contradict the existing rules. Yes, why go back on it?
But in this case the ruling contradicts rule 6.1.6 of the rulebook. The ruling was made quietly in September of last year, after the game was discontinued. To me the NRA rules are already a bit hard to teach and retain, so I figure, why change them just for one or two cards?
And for Kevin: LSJ did a fine job, but I don't think every ruling he made found unanimous approval.
This whole topic is subject to review by the Rules team.
Until something else is issued, LSJ's reversal stands.
In the future, either the rulebook will be adapted so that the NRA is properly defined for actions from cards in play, or this ruling will be reversed.

I do hope that any 'game-wide' applicable rulings are incorporated into the core rules, rather than standing alone as rulings. It will return the 'rule book' to the first reference for game-play in general and the rulings for specific cards.
To that end, I do think it would be worth glossarising key words such as "Steal", "Move", "Transfer" and having them be specific meanings (e.g. if transfer equipment is the same as move equipment... then only one of those words should be used).

If someone thinks something isn't clear in the rulebook (or the outline, or the tournament rules, or the judges' guide, ...), please let me know. I'll try to handle it, if I think it is necessary. Notifying me won't mean I'll change it, but at least I'll be aware of it.

I might respectfuilly submit that, in the current world, rule the thirde should be rule the firste. We have a rulesmongers for a reason. He MUST have the ability to alter both the rulebook itself and LSJ's rulings if needed.
This allows Pascal to fix newly any discovered, broken interactions, either with existing or newly printed cards.

The rulebook is being adhered to in this case. LSJ is not arbitrary, but very consistent at his rulings.
The rules says the you cannot take the SAME action, based on a card in play, and you´re not taking the SAME action.
A Govern is always a Govern, at inferior or at superior, so its the SAME action and is affected by NRA, but as the fragments say:

So the rulings are not conflitant neither contradicted.

Sorry to contradict you, but that is not what the rules say:
Rulebook, section 6.1.6.:
A minion cannot perform an action with the same action card or via the same card in play (including from the minion's own card text) more than once each turn, even if he untaps.
Although the indefinite article (an action) is a bit ambiguous, the most literal interpretation of the rule is that you can't take any more than one action from the same card in play per turn.
Both LSJ (in the original ruling) and Pascal have acknowledged that the ruling being discussed was a change in the rules.
