I'm still confused about this issue about the cost of a card and things that reduce (or increase) them.
I would prefer a SINGLE answer, preferably by Pascal, that explains this.
Such as:
Ankara Citadel, Turkey, The
[Equipment] Equipment
[Tremere] Tremere
[2 Blood]
This equipment card represents a location and does not count as equipment while in play. Unique.
Cards that cost blood cost this vampire half as much blood to play (round down).
does this ONLY reduce the cost PRINTED on the card or the overall cost after other modifiers from other played cards and/or ones that have been tapped, such as:
Eccentric Billionaire
Inner Essence
Powerbase: Tshwane
Soul of the Earth
Succulent Vitae
Sunset Strip, Hollywood Master
Prince of Puyallup
You'll find various answers on the Google Groups where people mess with LSJ about this, but all that matters was written in RTR070707:

I highly recommend sticking to the RTR rather than browsing for other answers (there's a Nocturn and a Jack of Both Faces that I still need to investigate).
So, in the end, when in comes to costs:
- Apply multipliers / dividers first (for instance, Ankara Citadel, and, erm, Ankara Citadel)
- Apply additions / substractions next (Eccentric Bliilionaire, Inner Essence, Powerbase: Tshwane, Soul of the Eearth, Succulent Vitae, Sunset Strip: Hollywood, Path of X, ...)
