Eze and Delaying Tactics

According to my understanding, the action was successful if the referendum takes place, so Eze untaps before any Delaying Tactics could be played. So the untap from the reaction card is the one that is wasted in this case. perhaps there is a way to benefit from this? Can someone confirm/clarify?

Conducting the referendum is part of the resolution of a political action. Similarly, if he'd successfully rushed someone, the combat is part of the resolution, so you untap afterwards.
