If a vampire plays banishment on for example Nana Buruku with master discipline played on Nana before. How many blood there have to played on Nana Buruku to influence her back? 8 or 9?

Choose a younger ready vampire. Successful referendum means that the chosen vampire is moved to the uncontrolled region (breaking any temporary control effects). The vampire is uncontrolled. Any cards and counters on that vampire stay with him or her (but they are out of play as long as the vampire remains uncontrolled).

When out of play, the cards cardtext don't apply. Nana is still capacity 8.
You can influence 9 on her, in which case she comes into play with 9 blood (because the discipline card is then in play and prevents the blood from draining off).

Correct, though "because the discipline's cardtext then applies, as it is in play" is clearer.
