Apparently, the tournament was planned to happen in Rio de Janeiro:

People in Czech republic are very bad with advertising and reporting. At this point, I can give you this:
2011 - Jihlava - 20 players - Michal Hřebejk(CZ) - Lutz IC politics
2012 - Jihlava - 27 players - Michal Dlouhý (CZ) - Tremere politics 0.79 and here is TWDA entry - www.veknfrance.com/decks/twd.htm#2012cncjcr
2013 - Jihlava - 25 players - Martin Miller (CZ) - AAA toreadors
I will try to reconstruct more, but first I have to get more records from people that were in charge.
Edit: I have managed to find out number of players on 2011 championship. Will try to find out more.

I will try to find more data about older events, but my question is - when I find older event records and winning decks, is it even worth it to report them to TWDA? I may do it for championships, but for smaller tournaments, there is probably no reason for spamming this part of forum with old events and their winning decks, or am I mistaken?

It's definitively worth having the Winning Decks for National Championship. For other tournament, it depends on the attendance. 20+ players tournaments should be considered. If you do, I'll add them.
