Hello Pascal,
Can you please tell me where can I find the ruling that states that a player that plays Villein on a vampire with 1 or 0 blood needs to take all the blood from it?
I am trying to find but no success.

You don't need any ruling for that, its all in villeins card text. You must take at least 2 blood with villein, if the vampire has less than that, you still need to try to take 2, which obviously results in taking all it has. Same as if you do an action that you cannot afford to pay at the resolution anymore, you still have to use all the blood the vampire has to try to pay the cost of the action.

In general, things affecting counters target the thing they're on, and affect as many counters as exist up to the stated amount, and you're allowed to announce the effect even if there are less than the stated amount (unless card text specifies something else, I guess).
So, i technically have to announce im villeining a vamp with one or no beads as "villeining for 2", right? Ive been doing this. Then adding"but only get 1" or "but fail to gain anything".
