Is it possible to untap untapped minions?
For example, can I use a counter from Under Siege, just for +1 intercept for an already untapped vampire?

Yes, it is possible to untap an untapped minion.
Examples: You can burn 1 pool to untap untapped Cybele (she's Infernal) during your untap phase.
You can play Freak Drive at superior, after being blocked and playing Majesty in the resulting combat.
Eze would untap twice on successful a Big Game action against a Red List minion.
You can burn a counter from Under Siege to give an untapped Sabbat vampire +1 untercept (even if intercept is not yet needed), and that vampire attempts to block.
Can I play second tradition and burn a blood, even if I am already untapped?
Sorry if this is obviously, but the english is pretty confusing in this card.

The card basiaclly says:
Untapped Prince or Justicar: +2 intercept.
Tapped Prince or Justicar: Burn a blood to untap and attempt to block with +2 intercept, even if intercept is not yet needed.

If I've already attempted to block (via declaration, eluding the arms of morpheus, etc.), can I burn a counter from under siege to get an additional +1 intercept?
