Playing reduce bleed cards just to cycle.

Hello, just want to confirm that it's possible to reduce a bleed that's currently 0 or less. ie. You're being bleed for 1 and 2x of minions play Telepathic Counter at superior (effectively making the bleed -3 and neturalising a possible condifitioning).
