Does Founders of the ebony kingdom require a laibon?

Name: Founders of the Ebony Kingdom Cardtype: Action Clan: Guruhi Cost: 1 blood +1 stealth action. Put this card on a younger Laibon in your uncontrolled region and move 4 blood from the blood bank to that vampire. (This card remains in play.) A vampire may have only one Founders of the Ebony Kingdom. Burn this card if the vampire leaves the uncontrolled region. Does the clause "on a younger Laibon" actually require the acting minion to also be a laibon, or could for example Lucian the Perfect Go Anarch and then do Founders of the Ebony kingdom on Fish?

If thats it, mata hari is awesome. Otherwise, i think she only meets one requirement at a time. Although, since guruhi are laibon, mayne she still plays it on any laibon who is younger.
