Is a bleed card an action directed against you ? I think yes but I'm not sure... Esprit de Corps Action 0 blood pot + pre +1 stealth action. Unique. [pot] Put this card in play and untap this vampire. Minions you control get +1 strength. Burn this card during your untap phase. [POT] As above, and you can burn this card to cancel an action card requiring DOminate, Dementation or Presence that would target you or a card you control as it is played, and its cost is not paid. a bleed action is by default targeting the prey, so yes, a bleed action is targeting a Mathuselah

And if a govern inf gets cancelled can that minion attempt to bleed again?

Yes. The No-Repeat-Action rule only kicks in when an action resolves. An action card being played does not activate NRA since the action was never performed. The minion could even attempt another Govern the Unaligned. This is different from cancelled action modifiers and reactions, since you can only "play" one of each per action according to the rules.
