{Requires a} Sabbat vampire. If this referendum is successful, put this card in play. Each non-titled Pander has 1 vote. Any Sabbat vampire may call a referendum to burn this card as a +1 stealth political action.

Legacy of Pander. Gives each non-titled Pander one vote, not one additional vote. (You can have more than one in play, but doing so will still result in each non-titled Pander having one vote. Similar to being named for more than one Rumors of Gehenna - there is no benefit other than needing more actions to remove the bonus).

usually, checking the latest ruling is enough. The one you cite from 1997 is clearly outdated.
but in the case of legacy of pander, just checking the last card text that says explicitely "Each non-titled pander has one vote" is clearly the easiest way to go...

The 1997 ruling was based on Legacy of Pander's then-current card text ("one additional vote"). The card text was changed in Sabbat War ("one vote"), and the earlier ruling is therefore no longer relevant.
Short version: even if you have 50 Legacy of Pander in play, Basil casts one vote.

Legacy of Pander cards don't stack, but it's interesting to have more than 1 in play (in case they burn it).
