Just because melee weaps are unplayable in most cases, I doubt that it justifies giving a card with no real requirements, easy to cycle, improving general cardflow of a deck and giving free mass +2 or more strength (think disciplineless weenies). However, if limiting this goodness for a single clan, e.g. Assamites, it could be just not-over-the-top good. The cyclability is a problem. I would add the requirement to have minion without melee weapon ; this way, the card could not be cycled to easily. The first one would be very easy to play, the other less so. The main thing to check would be wether Garrote or Wooden Stake are too easy to use with this card. In this case, the once per game per methuselah would be better.

But to include many more is annoying, from a point of view of wasting master slots, master-jam, competing with copies of Blood Doll or Dreams of the Sphinx or whatever. Especially with a "once [per Methuselah] per game" restriction. And there's no secondary usage of it. Would a slightly weaker card with a secondary/alternative use be appropriate? Say: Give some melee weapons to some guys. Or, alternatively, as a master-out-of-turn, one of your ready minions with a melee weapon does something cool. Or perhaps make it weaker but a Trifle, so it's easier to cycle - I can still play a Haven Uncovered or Fame or something if I want. Say (casual wording): Master. Trifle. For two of your minions, equip them with a non-unique melee weapon from your hand, ash-heap or library. (Pay cost as normal.) Is it easier to convince myself to put 2-3 of those in a deck? Maybe.

If you could put in play, and use it when you become "under siege", it would improve the usefullness of the card. If your haven is under siege, a phased motion detector or similar devices could also be available? Overkill is highly underrated. You know, like in computor games and such.

Which also includes Camera Phone and Laptop, and we probably don't want an easy way to tutor and equip those. You could, of course, list specific cards, go for something like "electronic equipment with a combat effect" (which would include IR Goggles and Light Intensifying Goggles, but not PMD!), or something like "Cannot be used to fetch a piece of equipment that increases your bleed." But it starts getting annoying.

Under Siege Master Only usable if you have burned (and not spent on card costs) 3 or more pool since your last discard phase. You may search your library and equip a non-unique melee weapon on any of your minions for 1 less pool than its cost for each weapon; tap the minions who equip a weapon. My big dream is to make Bang Nakh played, but this card doesn't address this issue since people would tend to fetch free equipments such as Poker or Stakes... It need a text change to be worth something.
