a) Can Arishat (and other similar effects) cancel a vampires ballots, just as she could a vampire votes? b) Where do I find the answer to this question in the rulebook? "My strategy? Luck is my strategy, of course."

So does she need to use special ability before vampire chooses how to vote? Or can she use ability after other vampire casts vote? Rulebook says... Once a vote or a ballot has been cast, however, it cannot be changed.

She can burn blood after vampires cast votes,and that is the point
