Camarilla: Kyoko cannot hunt as normal. She may hunt by stealing a blood from another ready vampire as a +1 stealth action.
So she hunts by stealing blood. Can she do this multiple times in a row like a normal hunt?
No.
The hunt action is not affected by the NRA, because the hunt action is not an effect on a card (and is nor a bleed action, nor a politcal action), like diablerie action, or rescue torpor.
But the Kyoko's hunt action is an effect on a card (her cardtext). So her hunt-action is affected by the NRA.
If she has Aaron's Feeding Razor she also steals an additional blood.
Not sure about Hospital Food and the Anarch Free Press — but if they also work then she could potentially steal 4 blood with one action...

If (anarch) Kyoko's hunt is succesful can't she tap AFP to get the extra blood from blood bank? It doesn't specify where the bood is being hunted but AFP does specify there the extra blood it gives comes from.

Yes.
It doesn't remove an extra blood from her victim, is what derjudge was trying to convey.
LSJ took on this type of question in the May 19, 2003 Rules Team Rulings .
Alternate Hunt Actions (REVERSAL): Previously, modifications to the amount gained by special hunt actions (Legacy of Caine, Week of Nightmares, etc.) could not be made, but other modifications (to stealth, say) were allowed. The restriction against modifying the amount is now dropped. Any hunt modification (Aaron's Razor, Hesha, etc.) is allowed on special hunts (Legacy of Caine, Week of Nightmares, etc.), following card text. Note that card text on Festivo dello Estinto and Inbase Discotek explicitly move the additional blood from the blood bank (rather than from the new, non-default, target of the hunt).
Specifically
Aaron's Feeding Razor, Amadeo, Hesha Ruhadze, Hungry Coyote, Succulent Vitae (superior), Tainted Vitae move additional blood, if available, from the source to the hunter.
Festivo dello Estinto the successful hunter, after gaining blood from whatever source, fills up with blood from the blood bank.
Foul Blood the hunter takes 1 less blood from the source.
Immaculate Vitae (superior), Masquerade Endangered, Vampiric Disease no blood is moved from the source.
Inbase Discotek, Frankfurt the hunter, after gaining a blood from whatever source, gains a blood from the blood bank.
This list is missing Harvest rites (which I assume were printed after that ruling was made) which also does move extra blood from the target. Sabbat Kyoko with aaron's feeding razor, hungry coyote, and harvest rites, steals four blood from her target.
