Does the jar burn even if action was blocked?
I think it does, but need confirmation.
Also in combat if minion strikes with jar does it burn only when damage is inflicted or always (despite dodge/combat ends)
IIRC, it does not burn if the action is blocked, and you can use it during the resulting combat. That's the same thing as not paying the cost of a blocked action.
In case of combat end, the combat end before you can use it, so you keep it.
In case of dodge (or damage prevention), the jar is burned : it have been used, even if it did nothing.
but if you use action card to attempt action, it is burn when you use it, even if blocked.

In order to burn, the Jar must be used successfully
-> the action wasn't blocked during the action
-> the Jar's strike successfully resolves
Dodging the strike doesn't mean the Jar wasn't successfully resolved (but it has no effect on the opposing minion).
Effects may cause the strike not to resolve:
- the Jar was stolen with first strike by the opposing vampire
- the opposing minion plays a strike: combat ends.
It's the same ruling as Bomb btw.

It's not a cost to burn the action card. Also, it's burned when you begin to attempt the action, not after you finish the action

Only if it read "this minion may attempt to x". As it is, "use" refers to "this minion may inflict 3 aggravated damage as a D action." If the D action is blocked, the minion attempted to inflict damage but didn't actually do it.

I don't understand what you are saying and why it relate to what I say.
To reiterate : what I say is, Jar of skin eater is burn at the resolution, like you pay cost for an action at the resolution, so if the action doesn't resolve, you do not pay/burn anything.
Used action card, on the other hand, are not burned at the resolution, but immediatly (and they are replaced immediatly too).
