Torpor and abilities

I know that when a Vampire is in Torpor that he is not READY and if is titled, does not count towards being titled or casting votes. What about other Vampire abilites like "Bring other Vampires into play cost 1 blood less" or any other ability for that matter? Do Vampire's inate abilities not work when in Torpor?

Some abilities say, "If/When ready..." and they are only valid then. Others don't specify, so they are "always on." When you are anvil, be patient; when a hammer, strike. pckvtes.wordpress.com @pckvtes
