I know that when a Vampire is in Torpor that he is not READY and if is titled, does not count towards being titled or casting votes. What about other Vampire abilites like "Bring other Vampires into play cost 1 blood less" or any other ability for that matter? Do Vampire's inate abilities not work when in Torpor?
Some abilities say, "If/When ready..." and they are only valid then. Others don't specify, so they are "always on."

As long as you control Nana and she's ready, you get +1 hand size.
This permanent effect lasts as long as she's ready. You would lose it if she got sent to torpor (unprevented damage), burned (Archon Investigation), removed from the game (Golconda), contested (another Nana Buruku), sent back to the uncontrolled area (Banishment, or a hilarious Exile), or something else.
If she is ready during your master phase, you get 2 MPAs (instead of 1). If she isn't, her text does nothing, and you only get 1 MPA.
(now, tricky point: if you play Golconda on your Nana Buruku ... you've already received 2 MPAs, and you can play a second master, even though you no longer control a ready Nana Buruku).

About titles: A vampire in torpor is still titled - it really matters for Mounty Coven, if he diablerizes someone in torpor:

However, vampires in torpor cannot contest their title. This means that if you control Dmitra, and someone brings out Jaroslav Pascek, at your untap phase, if Dmitra is in torpor, she must yield, and Jaroslav will receive the title during his controller's untap phase.
Vampires in torpor (actually, "minions not ready" is better) cannot cast votes or ballots - they must abstain. That's quite important for people like Alvaro:

Independent: Thucimia has 1 vote (titled). Once each time she bleeds, she may reduce your hand size by 2 until your next untap phase to get +1 bleed. +1 hand size. Blood cursed.
Yes, Thucimia's +1 hand size bonus is in effect if she is controlled, even if she's in torpor.
