Bidding for more pool than you have when Temptation of Greater Power is played

Can a player bid more pool than he has in response to a Temptation of Greater Power? This includes the 5 on loan from the blood bank. So for instance, a player has 5 pool, can he bid 11 even though this will oust him and he doesn't actually have 11 pool to bid? I found a post from LSJ that I think answers the question in the negative, but I wanted to confirm. I just want to make sure there is not a conflicting ruling and that the ruling has not changed.
