i use 2x rh, 1x hc as my selection is limited.
their function seems identical and there are surely pros and cons to all of the payment options
Rutor's Hand
Action
Thaumaturgy
+1 stealth action.
Put this card on the acting vampire. This vampire takes 1 unpreventable aggravated damage. Beginning with your next turn, this vampire may untap once during each of your minion phases. A vampire may have only one Rutor's Hand.
As above, but this acting vampire may prevent the aggravated damage by burning 3 additional blood.

Helicopter
Equipment
Vehicle.
When a minion equips with the Helicopter, tap it. After resolving a successful action, this minion may tap the Helicopter to untap. A minion may have only one vehicle.
We'll take a helicopter. There and back in a night.

Rutor's Hand
High Blood cost (which can be an issue).
No restriction on the untap, just once during your Minion Phases.
Helicopter
Good for people without Protean or Thaumaturgy.
Costs pool which is an issue if you can't cover the cost or aren't going to exploit the extra action ruthlessly.
Only untaps after successful actions.

The only advantage Helicopter has over RH when playing THA-based deck is the fact that you have access to Magic of the Smith for fetching Helicopter. However, its pool cost rather than blood cost means I've never actually seen anyone, least of all me, play with Heli in any Tremere/!Tremere deck - just multiple copies of Hand.
As already mentioned Helicopter's restriction that you can untap only after a SUCCESFUL action is significant. I'd always prefer RH over HC. Especially after one of my Helicopters was destroyed by a Canine Horde at the EC in Budapest .

Valerius Maior + Anarch Convert + Infamous Insurgent is something I've got on my list of "decks to complete before next summer) (plus he can also use Rutor's Hand )
