As action is announced modifiers

Can you play action modifiers that are played as the action is announced (like seduction) if you draw them to replace your action card, or must they be played simultaneously with the action card?

Nothing is played simultaneously without explicit card text. You can only play action modifiers, even those played 'as the action is announced', after replacing the action card.
