What happens to the card on it?

Yea, as in stolen. I'm used to the card text you posted, but the card text in JOL does not include the last sentence.

I just pulled some actual cards: The Sabbat War version has all of the text but the LoB version does not. I guess it was determined to be "reminder text". I guess what you need to know is that you should block the vote David Tatu V:EKN Scribe

Well there's just no case I can think of where an opponent's card can end up in ny hand or ash heap. So it's clearly unusual.

Cards "owned" by other players are returned to their ash heap / library, if they would be move to an ash heap / library.
