By default, all cards stack. Except those with explicit cardtext (Army of Rats being the best example).

Back in the day, before the 'go anarch' change, when you could still pass votes and re-seat the table, Anarch Revolt VP sniper decks were nearly as common as stealth bleed decks. You'd need to go into any tournament with a plan for dealing with AR decks...
