Kyoko Shinsegawa (im on my phone so im paraphrasing) cannot hunt as normal. she instead hunts by stealing a blood from another vamp as a d action @+1 stealth.
so my question is, this being a text ability, is it only once a turn usable?
Yes. It is a once-per-turn ability. Kyoko needs a second "non-default" hunt action if she wants to hunt again.

also, so I don't have to open another thread, I can't find black hand in any rulebooks (i can't find my box of BH rulebooks, and its not in kot or lotn )
if a black hand vamp goes anarch, or becomes cam (out of the frying pan tech, of course )do they remain black hand? Fluff wise there is black hand in every sect, even high up cam, but mechanically, I'm unsure.

Black Hand isn't in the rulebook because it's a keyword that has no rules attached to it (like "ammo" or "hunter-list"). Only card text dictates what it does.
So, yes, a Black Hand vampire who becomes Camarilla or Anarch is still Black Hand.

Kyoko's built-in ability is indeed covered by 6.1.6 ("Card in play"): "A minion cannot perform an action with the same action card more than once each turn, even if he untaps"
Black hand is indeed not relataed to any sect.
