Inscription + Rutor's Hand

Just confirming assumed operations: When you Inscription Rutor's Hand, first it is a +1 stealth undirected action. But does it get +1 stealth on the directed action if you target another minion you don't control? It doesn't have (reminder?) text like Bloodstone or Swarm. When you play Inscription at either level, you only pay the cost - 1 blood. When the vampire with Inscription burns it does "use ability" mean get the effect outright, or take the Rutor's Hand action? The latter would require a successful action to "use ability," as it were. Is an action card's ability a complete package, requiring both a successful action to get an effect; basically it sets up the conditions for play. Whereas compared to act mod, react, or combat which requires just legal presence at the appropriate stage of an action, correct? The vampire with the Inscription equipped is the one that burns the 3 extra blood to avoid the unpreventable agg damage for a THA Rutor's Hand, correct? Inscription Type: Equipment Requires: Thaumaturgy Equipment. [tha] Put this equipment on a ready vampire and put a card that requires Thaumaturgy from your hand on it (face up, out of play; this acting vampire pays the cost of that card). The vampire with this equipment can burn this equipment to use the basic Thaumaturgy ability of that card. [THA] As above, but the vampire can use the superior Thaumaturgy ability of the card. Rutor's Hand Type: Action Requires: Thaumaturgy Cost: 1 blood +1 stealth action. [tha] Put this card on the acting vampire. This vampire takes 1 unpreventable aggravated damage. Beginning with your next turn, this vampire may untap once during each of your minion phases. A vampire may have only one Rutor's Hand. [THA] As above, but this acting vampire may prevent the aggravated damage by burning 3 additional blood.

Burning the Inscription won't put the card on it in play (which might have had sense for Rutor's Hand, but has none for Theft of Vitae).
