Well, I dreamt of VTES tonight (!), and over multiple game I wanted to influence this guy out:
Name: ?
Clan: Malkavian
Capacity: 2
Disciplines: DEM
Camarilla: -1 bleed.
I was using him to play cards on other Methuselah's vampires (don't ask me which, I just remember it was some crippling card).

Well, he can play Passion, so you can play him as support in a tap'n'bleed deck. And there others free dementation actions that could be useful when done by an extremely cheap vampire like that.
But he can't play mind of a child or prison of the mind. I'd be more attached if he couldn't block older vamps and paid one less for dementation cards, giving him coma and the above cards.
still not bad. probably reasonable to print in group 6.

How about this?
Tinky Winky
Camarilla. Cards requiring Dementation cost Tinky Winky half as much blood (round down). -1 intercept. -2 bleed.
Sabbat. Animals, Wraiths and Zombies Molloy recruits or employs get an additional life.

I think it was cards like that I was playing in my dream. Weird.

If I were going to try to make this more appropriate, I might do something like:
Name: Reasonable
Clan: Malkavian antitribu
Capacity: 2
Disciplines: DEM
Sabbat.
Reasonable cannot bleed.
As for my list of best Dem non-bleed cards:
Lunatic Eruption
Deny
Touch of Clarity
Wrong and Crosswise
I'd be inclined to play this build with The Hungry Coyote, Wrong and Crosswise getting played constantly, and hunting as needed.
If wanting to go with other annoying actions that aren't a complete joke, besides Restructure which is narrow, Sleep of Reason feels playable even if I haven't played it enough to know. Some would be inclined to drop Blessing of Chaos on this dude to be annoying, but I have never found BoC to be useful.
