Name: Powerful Friends Cardtype: Master Cost: X pool Master: out-of-turn. Until your next untap phase, you cannot burn more than X+1 pool during the resolution of each of the next X+1 referendum. So basically, for free (but the cost of a MPA) you can't lose more than 1 pool during the next referendum. Way, way too expensive for what it does. OOT MPA tend to be more expensive than regular MPA, since you also can't play a trifle. And if you pay for more than one political action, in addition to make the protection a lot less worthwhile, you can use up the charge with non damaging vote. So, we're looking to something that will often make you gain 2 pool for an OoT master. Yay. And don't protect you against Banishment. Yay. By comparison, the Dummy corporation will net the same, and is not exactly played too much. Also, the wording does not mesh well with Parity Shift. I guess the intend is to cap it to one, but the Parity wording seem to imply you don't burn it.

I like the idea of vote-damage reduction though. I'm just not too sure it will be played, for similar reasons why bleed reduction sees an awful lot of play. What about something like Deal 1 unpreventable damage to any titled vampire. If the target is Camarilla, deal 1 additional unpreventable damage. Two votes. Only usable to vote against a referendum. If this referendum passes and you would take damage durings its resolution, reduce the damage received by 2.
