Everybody has their top tier decks that can win, and almost everybody I've met who plays regularly also have the less appreciated, but very entertaining 'just for fun' decks.
at the NAC last year, the day my group showed up (or rather, the evening) we lounged around the VTES room at the Roosevelt and did essentually nothing resembling the thought consuming card playing the following few days would be full of. I also saw joke decks from all over during some of those pickup games.
so, this is a two part post:
1. What are some of your personal favorite joke decks?
2. and who would be willing to play a few tables with said joke decks @ this year's NAC? i know how said things very in power levels, but just for laughs, i'd like to see other players cooky non-tournament ideas.
safe to say i'd be in, since i'm posting this, and my favorite 'never gonna win' creations are my voting grotesques and my voty Nosferatu 'bait ona stick'
Ironically, one of my joke decks does pretty well in my playgroup...
Cryptic Treaty
Treaty of Laibach deck that uses Cryptic Mission and Weigh the Heart to deliver Corruption Counters (that you plan to burn with Revelation of Desire @) and keep minions low-ish on blood so you can use them with Temptation/Form of Corruption. It doesn't contain Heidelberg because you generally want to let the controller of the Temptation Vampire protect themselves or bleed their prey. It is ideal to get a prey vampire and use it against them during your turn. Gregory Winter, Impundulu and Young Bloods are there to keep the blood low when you need it.
Fast Magic
Menele + Tremere w/ Cel. It's defence is basically 2nd Trad and Deflections. Rush with Menele to refill him while you buy more Tremere princes or Minion Tap him for 6+. Mild bleed forwards to keep things rolling. Vote defence is obvious because of the two or three princes/justicars you usually have. Once bloated 60 pool (spent in various ways or just accumulted) in addition to the starting 30 by the end of the game.

All of my decks are a joke.
What I tried once, was a Harbinger deck with Bastard Swords. It was pretty fun, but did horribly. It was pretty dull to just die all the time. What I'll try to do, though, will be Allanyan Serrata + Epikasta Rigatos tag team with either bastard swords or something else. Too bad the artist didn't do any other G4-5 Toreador. There's really no synergy with the vampires what so ever, but that'll make it even funnier.
Another concept has been Foureyes and friends with laptops and computer hackings. Also Info highway and Shrecknet. The problem has been that I didn't own more than one Foureyes before.
Once summer kicks in I'll have a go with a couple of decks that have no more than a single copy of a given card. So no duplicate Crypt or Library cards. I'm thinkin of a combatty approach. That should be pretty fun.

Unfortunately I can't attend NAC, but I have a brilliant joke deck that can be devastatingly effective in a right kind of an environment. The basis of the deck are Ian Forestal, Pochtli and Agaitas. The deck can do almost anything, except vote or fight offensively (by itself). It will steal anything that can be stolen. Absolutely anything. Locations, allies and retainers are piece of cake. Equipments require some card drawing. And vampires have to be small. But anything goes. Oh, and did I forget to mention that I can play your library cards twice

My "joke" deck is my Alan Sovereign deck. It uses Epiphany (in none of my other decks) to merge (something none of my other decks do) Alan, then I play Protracted Investment (in none of my other decks) to get out free Disguised AK-47s (in none of my other decks) with my obf/dom vampires, as defense for when they are blocked while bleeding. It's kinda, sorta good. But not.

@ Kevin: i have a deck like that listed out, need more of advanced Al to build it. i use secret hordes with little investments to afford flamethrowers though.
i just love hearing about decks that are amusing, and they are seldom tournament worthy. but some could be, and i love seeing kooky decks on the twda.
I have an alan soveren deck too! I like putting short term investment into play with four counters and taking three off the same turn. After that its pretty much just a (not very good) Ventrue deck.
My joke deck is "Salubri Hospital" - where I just help everyone else with their vampires - free rescues, fill the empty ones back up. Be everyone's friend

These days the Daughters of Cacophony can be very friendly too, with their referendums that give blood to those who vote for, and Madrigal. That could be pretty fun.
Also, I'm lacking the Succubus Club, but I was thinking of a similar stealing deck with Ravnos, only that they steal every single equipment on the table. Durga Syn and Jayakumar getting it on with CHI, THA and DOM, stealing practically everything, storing them to Annexes, and trading them for cool stuff and pool via Succubus Club.

Some of my recent favourites:
Cock Hates Cards: Cock Robin and friends play Feline Saboteur on my prey, and Robin slowly tools up to 7 Raptors for the late game. Robin's special and an Enkil Cog mean that he can take enough Feline Saboteur actions to actually be effective. Brinksmanship ousts. This is sort of a joke deck, but it's done surprisingly well.
Black Beretta: 24 Berettas, 24 Concealed Weapons, 4 Nods, and 8 Dragon's Breath Rounds in a deck featuring 5 copies of Black Cat and then a bunch of G1 weenies. It's absolutely terrible.
Seterpenre and His Snakes: Seterpenre uses Weigh the Heart, Reformation, and Corruption (as well as other anarch actions) to put out 6+ corruption counters per turn, using CrimethInc to untap. He's supported by the allies with bleed and a bunch of 1 cap weenies. This deck usually shits all over my prey, grabs a fast victory point, and then collapses in on itself, but my God is it fun to play.
Edit to add Franciscus and Feo Will Explode: 8 copies each of Franciscus and Feo, plus 8 other weenies. The deck is roughly 17 copies of Inceptor, Fleetness, and Eye of Unforgiving Heaven, a few bleed capable allies, and some Information Highways to bring out the little bleeders. Inceptor Feo or Franciscus, rush using Fleetness at a cost of one blood, and fire off your Eye, burning yourself, gaining two pool, and maybe knocking your prey's vampires into torpor. The deck hovers around 30 pool, so I don't bother with defense. Like the Seterpenre deck, it tends to destroy its prey and then collapse due to table hate. Fun to play once or twice a year.
I have a Slaughterhouse library control deck that is passably good in casual play; aus/obf minions for Night Moved Scrying of Secrets to learn what is up and coming in the library, plus Harbinger'd Slaughterhouses to snipe the library in a timely fashion.
It suffers from TMMP Syndrome (Too Many Moving Parts) and a lack of ousting power to be much more than a joke deck, though. Still, its great fun to have your prey watch almost every Doll/Tap/Villein/Vessel/bounce in their deck end up burned to the ash heap.
Most of my decks are jokes, but I do enjoy playing a Nosferatu antitribu OBF/ANI deck with Feline Saboteur and Victim of Habit. Also a couple of Clan Impersonations to pretend to be Harbingers and try to get the Slaughterhouse into play. Plus a few other assorted things that can burn cards from the prey's hand or library.
If I can burn a few pool from my prey via Victim of Habit before getting ousted I consider it a success. I keep tweaking and tuning it, and sometimes get close to making an oust, but the Victim of Habit mechanic is just too slow and requires too many cards. I had tried to be smart and timely about what cards to burn, like atomweaver, but instead opted to just try to fill my prey's ash heap and try to stay alive.
I still have a lot of fun playing it, it tends to produce some real "wtf" moments for my prey if they haven't seen it before.

Wow, this topic seems full of really retarded decks. So I will add some some of mine latest projects. I have been trying for a loooooong time to build a functioning Valerius Maior (ADV) onestar deck. I have tried many aproaches including maleficia and striga experiments, but I still can not build deck with him, which does something.
When I found out, that I am unable to make even basic strategies work with this vampire, I have decided, to try strategies, which are crazy. So my latest evil creation is Valerius with weenie laibons. Idea is to make him laibon, call an Overseer and after that is completed, go for No secrets from magaji. Deck includes a lot of mozambique allure, all four kholo cards, some diversities, some kine resources (because I can) and a lot of combat for Valerius.

I built also a Mata Hari/Lorenzo Detuono deck where Mata would rush, play Illusions of the Kindred bringing in Lorenzo (or another Mata in which case you play another IotK until you get Lorenzo), then some agg/disarm tech and steal the opposing vampire.
I also tried a Henry Taylor "infinite pool damage deck" where Henri would find a way not to tap when blocking (Atonement after reducing his own cap), and play infinitely Meld with the land against an empty hunting vampire with a Condemnation Doomed on him.
Troubles were to manage to give Vic to Henry, play the atonement, and block a hunting vampire of your prey without any block of your grand-prey to block it (which requires Hollywood sunset strip).
Variants exists with Laibon/Overseer/No secrets or Eye of Hazimel, a way to give Henry visceratika and play Bond with the Mountain at inferior.

Matching crypt is actually not much of a problem, since I am planning to play 8+ mozambique allure and its second function is great too.
