Reunion Kamut and Cadet

A vampire in the uncontrolled region with Cadet on them is not a valid target for Reunion Kamut, are they? The reason for this is that Cadet states "While this Sabbat vampire is controlled, he or she is Black Hand," meaning that it is only Black Hand in the controlled region. Why the designers would do this, I have no idea. Reunion Kamut Action +1 stealth action. Requires a Black Hand vampire. Move 2 blood from the blood bank to a Black Hand vampire in your uncontrolled region. Cadet Master. Trifle. Put this card on a Sabbat vampire in your uncontrolled region who is not Black Hand.
