Sabbat. If El Chupacabra is ready during your master phase choose a methuselah; that methuselah discards a card from their hand. If you choose another methuselah, the card is discarded at random.
Why is this vampire "El Chupacabra"? It's the first name that came to mind given the somewhat random, "negative" effect he has. His ability can be used for good or bad, either creating fuel for Trochomancy, or helping someone who needs to cycle into cards (including yourself). It isn't super strong, but it combos with Constant Revolution and Harbinger tricks. AUS dom for works with !Ventrue, NEC dom works with Giovanni/Nagaraja, and NEC obf is good for Keystone Kine.

The special is strong, but I believe it will be only played in (harbinger) deck because there is already so much good vampire in the gr5-6. And he's not strong enough to make a deck based on him, like you could create with Asguresh.
I am not sure even harbinger crypt need him, but I haven't studied the harbinger crypt possibilities carefully.
Then again, that he have no evident use is not a problem in itself. It won't be a star, but he can serve nonetheless.
I'd be tempted to make him a friend of the Samedi before I'd make him a friend of the !Ventrue. The name El Chupacabra already hints at South America, so I'd consider taking away his and replacing it with . I'd also be tempted to make it a "may" instead of a "must" unless you're going to give him some extra disciplines to compensate for the table hate he will generate... he's a 1-counter Constant Revolution on his own...

I like him. I don't think he opens up any new possibilities for G5/6 Harbingers, but his special is useful and appropriate. I don't think he'll generate table hate, since 99% of the time you'll choose yourself or your prey.
