Hm. The blocking minion did block (requirement to play Horrific Coutenance), so the blocking minion isn't tapped by Gwyedd's ability.

Interesting. It is clearly written on Horrific Countenance that action is not blocked. EDIT: And maybe I'm wrong but the check if block attempt failed is resolved after the resolution of an action taken by Gwyedd. Or not? Ignorance is bliss. Cypher, Matrix

Elder Impersonation doesn't work the same way as Horrific Countenance. I suppose that LSJ's answer covers Elder Impersonation and that he was assuming Horrific Countenance had a similar text. This could be asked to him. Anyway, A) A minion has blocked. B) The action is not blocked. are two compatible facts (see also Form of Mist and any card that continues the action). There's a slight difference between a failed block attempt and an action blocked that continues or "is not blocked". Since the minion has blocked (condition in order to play Horrific Countenance), it won't be tapped. It would be the same if Gwyedd plays Form of Mist superior instead. The blocking minion chooses not to block. Is he tapped?

This action can continue only "as if not blocked" which is not the case with Horrific Countenance. Second, Action called is not interrupted (e.g. combat does not begin) and there is not "as if unblocked" clause, but it can be interrupted with combat. This is not a slight difference. As stated elsewhere: combat is a part of block - ergo - you can play Horrific Countenance after combat, in Freak Drive window. This card does not have "play before combat, if any" clause either. Third, As I already stated twice - it is clearly written on the card that the action is NOT blocked. Ignorance is bliss. Cypher, Matrix

There is not a single card that states that action is not blocked, except Horrific Countenance. Every other card says that action continues "as if unblocked". This card states that action is not blocked, for the fourth time. Even if the basic rules would say that it is blocked (and they don't), card stating otherwise would take precedence as in : > 1.4. [X happening is messed up.]" would all fit into the "Play when [X would happen]" template brought in for bleeds by that RTR. For example, Andre LeRoux could previously have a vampire who "successfully bleeds", but then reduce the amount to zero. And you then get into questions like "Can Major Boon be played on a successful bleed for zero?" and "Can I play Enkil Cog? Well, Andre says I've successfully bled..."

I'm reading this discussion and thinking at the same time. I'm trying to find a comparison with Psychomachia (notice how that one changed from "is attempting to block" to "successfully blocks"), which clearly states "The block fails." [LSJ 20020301] The vampire is blocked, triggering "when a vampire is blocked" effects (barring any "when this vampire would be blocked" erratum).

It's not obvious to me why Millicent beats Change of Target, and that it isn't the acting Methuselah's choice. For example, the acting Methuselah can play Carrion Crowds (or any other before range effect) before resolving a pending Weather Control damage. Not sure why that's not the case here. In any event, this still appears to leave us in the successfully bled/unsuccessful bleed situation.
