Burn option
Requires a vampire with no Destructor.
Put this card on this vampire. At the end of a combat where this vampire burns or sends the opposing minion to torpor, put 1 counter on this card and 1 additional counter if the opposing vampire is older. If there are 5 or more counters on this card, this vampire gets +2 bleed. If there are 10 or more counters on this card, this vampire may send another vampire to torpor as a strike. When this vampire goes to torpor, burn 1 pool and 5 counters on this card. A vampire may only have 1 Destructor.

"Burn option" will not work too well, since you can use it only if you cannot play the card IIRC - so, in this case, as soon as you have a vampire you will be unable to use the burn option.
Apart from that, I must admit I believe the card will not be played at all. Aura of Invincibility is not the hottest thing on earth, this one seem even more restrictive.

I helps cycle the card once all your minions have one Destructor on them.

No. Burn option is usable when you don't meet the requirements to play the card (here: have a vampire), not when you meet the requirements, but can't play it.
What you want is to change it to "Requires a vampire with no Destructor".

I really like if you explain a bit why this card is needed/fun. The Game development/Flavor/Balance/Competitiveness-layout that Drain and others use is great.
I don´t really understand the flavor, but otherwise it´s not terrible. Might remove some text though, start with the 10-counter effect.

It's a Voter Captivation-like card. When you pass a vote, do you really need to gain blood and pool? No, but it's nice.
When you send to torpor or burn a minion, you don't really need something extra. Well, as much as Voter Captivation anyway.
But, since combat is a bit underpowered (costs a lot of cards for non-ousting effect), I think a card such as Destructor (or whatever the name) can be useful. It takes time to be useful, but if you're good at it, you'll get a needed boost to oust your prey later.

The good comparison would be Aura of Invincibility. If you're good, the card make you even better, but if you do badly then you'd better not even play the card, seeing the disavantadge. I am not too sold, because if you put 5 minions in torpor it's usually that you are not struggling too much.

It would be true if Destructor was giving something you already had (like Aura of Invincibility), which is not the case (apart for the 10+ counters effect). That's why it's closer to Voter Captivation.
You may torporize many minions on the table and be unable to damage your prey pool.
