Move 4 blood from the blood bank to a vampire other than this acting vampire.
So, my question is. A vampire means also your vampires in the uncontrolled region and torpor? So you could play the card with active vampire, and give the 4 blood to vampire in your uncontrolled area?
I don't see why not, for it doesn't exclude the card to "controlled only" or "ready only" like other cards do.
If (and it seems foolish, but legit) the card does work to uncontrolled, it makes Govern the UNaligned and Scouting mission tad worse (not much, but still).
