If a non-titled vampire has access to additional votes (via Kduva's Mask, for example), does he get fewer votes when trying to remove a Fee Stake?
Or, to be more precise, does a non-titled vampire with access to perma votes become a titled vampire? Or is it handled just as if he played a Bewitching Oration?

My understanding is this only applies where printed on a crypt card, not to effects from library cards . Eg:Legacy of pander doesn't give you a title. "Each non -titled pander has 1 vote ".

Pretty much all of these have been clarified in the card lists to say "has X vote(s) (titled)". And some were printed that way, of course.
If there are any missing that text, it's worth mentioning to floppy for the next time he does an update.
