Assume I have Bleeding the Vine out and House of Sorrow out at the same time. Both are untapped. Another player plays a master phase card, and I tap Bleeding the Vine to cancel it. He then plays another master phase. Can I tap House of Sorrow to untap Bleeding the Vine, then tap Bleeding the Vine to cancel the second master card?

Yeah you would need to untap bleeding the vine before he plays the second master.
