Well, part of the problem is that corruption is like combat, but worse : you lose a vampire, your predator / prey gain one. When it work, it's quickly overwhelming. When it don't work, it suck.
So, it need very careful test to see if the balance is good enough. Maybe "add one more if there were none" would be enough. Maybe that even with this card, using 2-5 actions to take control of a vampire is too much.

What about if putting Corruption counters also helped with pool damage, so the slowness was less bad?

Put this card on a vampire you control. When this vampire succeeds in an action to put a corruption counter on another Methuselah's minion, that Methuselah also burns 1 pool. A vampire may have only one archetype.
So, Nefertiti, Corruption, Reformation, Relevation of Ecstasy (superior), Cave of Apples all qualify.
Less bothered about a clan requirement - why not let an Anarch Gangrel with Serpentis try it if they really want? Unsure about pool cost. Really, I'm just suggesting a possible mechanism that might be interesting, which could be appropriately costed later.

Or add drawback to the card. Like "Any minion may burn this card as a action" or "As long as this card is in play, a minion may remove one corruption counter on him or her as an action."

For the same reason that path are restricted to clan I think.
I like the idea but corruption counters should have more benefits than just stealing minions. Minion steal works ok with weenies and allies but almost useless against big caps. Revelation of Desire is good example for a good card.

Put this card on a ready vampire you control and this vampire becomes Red List. Whenever this vampire puts a corruption counter in play, he or she puts one extra corruption counter. While this vampire is acting minions with corruption counters cannot block or play reaction cards.
Strong card but it's unique and you have to play some corruption tech and take care of red list. Red list could removed tho and make card weaker but I would like to see some reaction or block denial with theme of corruption counters. Straight pool damage with adding counter is not so creative, FoS have PRE and votes for ousting anyway.

unique master is enought, no need to make the minion red list i think but your last sentence make it to strong i think... just a proposition
I'd agree that if you're going to add a "Cannot block" then you would need it to cost at least 1 pool and make it "your corruption counters".
