You can play Horrid Form during the damage resolution step created by Outside the Hourglass. You can then use the effect to prevent the damage before it is handled.

If - for some reason - you have already taken some damage and not prevented it and damage resolution/prevention has passed, you cannot retroactively prevent it. (That would be unlikely to matter in the case where the damage is aggravated, but it's technically plausible that you decided to take the damage, play an Undead Persistence to stick around, and then drew into Horrid Form or whatever.)

This sentence does not state that the very same horrid form could be used to prevent damage already dealt, it just states that it can be played before window of "before range" is closed. Key is in the word remainder. Word remainder by default states that there is something before it. ( Or I am very wrong, since English is not my first language) In this case damage is dealt before remainder of "before range" window.
Ruling of the RTR 20041202 merely states that you can attempt to play "before range" cards before damage is resolved, not that you can rewind time and prevent damage done with card that has a questioned word "remainder".

Correct.
The damaging effect has been played, but there is a window to play damage prevention. Most damage prevention effects are played in this window.
When you play Horrid Form, you now have an optional damage prevention effect that you can use for the remainder of the round.
We still haven't moved outside of damage resolution.
Without having to accelerate to 88 miles per hour, get struck by lightning, or push a steam train down a canyon, we now use the damage prevention effect we have.
We prevent one damage.
The point about "remainder of the round" is that - unlike most damage prevention effects - Horrid Form does not have to be used immediately, and may be used when there is no damage to handle. (As in most combats, which don't have much damage flying round before range.)
Skin of Rock? Can't play when there's no damage, and can't keep any left-over prevent for later.
Horrid Form? Can play when there's no damage, and can keep the effect for the rest of the round.
