Draw a card, discard down to your hand size.
Though I really want to be able to say Screw You 5-6 times a game, I doubt that this example it the best of what I'm looking for, a disciplinless cycle card that isn't an action or master. Right now it's burn option cards, but that is a little off to me, any better ideas?
I am generally opposed to cards that affect your hand/library/ash heap without any real interaction with minions (except the cost, in this case).

Suggestion:
Action Modififer / combat (removed the reaction part)
Cost 1 blood
Draw two cards (and discard down to handsize), or discard three cards (and draw back to handsize).
I would add some weird requirement. Black Hand, capacity >= 6, titled, has a retainer, shared cost with another vampire of the same clan (à la Stealth Ritus / sanguinus cards), ...
It's nearly the same as sup' Aura Reading, with additional versatility. Granted, Aura Reading is not the most uber powerful card, and this one cost a blood, but I am not too thrilled.
Maybe make discard two random cards (and draw two) ? Or something that make it clearly subpar to aura reading.
I like the idea so much, that I need to give my 50 cents.
Brutal Comprehend
Type: Action Modifier/Combat
Requires: Brujah Antitribu (or sabbat, if you don't luv !brujahies)
Cost: X Blood
Draw X+1 cards (and discard down to handsize). If this vampire is not ready after this action, burn 1 pool.

I would go more on the way of :
Emergency plan
Type : Action modifier
Cost : 1 blood
Play only if a reaction was played this action. Discard two cards. No more than one Emergency plan can be played per turn per methuselah.
A Black hand version may also be a good idea, since they are pretty good at planning it seem.

Plan B
Type: Action Modifier/Combat
Cost: 1 Blood
Discard 2 cards (and draw back to handsize). Or, if this vampire is Black Hand, draw 2 cards (and discard to handsize). Only one Plan B can be played during an action.

I would be very careful about it. Card flow is such a fundamental part of deck building and playing. At the very least I would put some kind of hard cap on the number of times these effects can be used per turn.

Scrounging
Type: Action
+1 stealth action.
Look at up to 3 cards from the top of your library and move up to 2 of them to your hand (shuffle and discard afterward).
This was the card that I was thinking of when I made this, now I do think my original is to good, maybe a once per turn clause, but the cards I have seen so far are weaker then Scrounging.
I can't quite put my finger on what it is that bothers me, but it doesn't feel quite right for a disciplineless card. For something like this for the Black Hand, I could see it - Black Hand can do [whatever] and maybe a Seraph can do it slightly better (more cards, no cost, whatever).
As a disciplineless card, I don't know ... too much control for too little cost, or something. I'm not 100% sure what it is that doesn't quite gel for me.

I know what you mean. The card concept is sound enough but the requirements are definitely lacking. It clearly pushes both Scrounging and Aura Reading to the marginal region since an action modifier is much better for this type of card than either an action or having to enter combat (and to have superior Auspex).

High Orun does something similar and is (sort of) disciplineless.

Sure, "a Laidon with three or more Orun" is a pretty different cost from "a vampire with capacity above 4", and the "cards that require any Disciplines cost this Laibon 1 less blood" is an extra bit of awesome, but the card flow effect is similar to your proposal and this card hasn't been mentioned yet.
@Miasmat: Well personal I think the most of the 3 Orun/Aye cards are kind of janky, but I would also argue that plus hand is way better then draw a card and discard down, plus it's free, and the other affect, so I would put them on the same level, but the Liabon got hosed with the Orun/Aye cards, so I can't say thats a bad thing
The recently suggested Nagaraja Oblivion card made me think about this some more. In particular, the follow-up suggestion of a Master: Out of Turn.
Would there be some mileage in (for example):
Screw It
Master: Out-of-turn. Trifle. Expletive.
After replacing this card, choose 4 non-Expletive cards from your hand. Discard those cards (and redraw to your hand size).
It seem useable, while maybe a tad too generically useful.
Must be tested in some turbo deck, since it allow a faster setup and allow to restart the combo if you handjam during it (only once, but that is still useful)

It also lakes the interaction with minions that I was looking for in the first place. Most cards that enable card draw are master cards that sit their and I was looking for more mid action play that wasn't "Well let me tap this Dream's and Barrens and then see how my hand is."

Yeah, 4 probably is over the top. I was running a couple of alternatives round in my head - "Choose cards after replacing", "Replace this card after you have performed these discards", "4 cards", "3 cards" etc. - and probably picked the least acceptable.
I think my issue with the minion card is that it's a little easy to use a) in your own turn (in at least some versions, anyway) and b) repeatedly. The M:OoT addresses both of those, without the need for a mountain of card text.
I'm pretty sure there's something in this sort of space - disciplineless discard - that would hit the mark, but I'm not sure what exactly.
