Breeding scarce vampires

If I breed via for example the embrace from a scarce vampire (say, a true brujah) - does the new vampire become scarce as well (forcing me to pay the scarce penalty)? If I have bred some vampires from a scarce clan (sau true brujah), when I later influence out a new "real" true brujah vampire, do I need to pay the scarce penalty for all my mini-vampires as well, or only for my "real" true brujahs?

No clan is Scarce by default, just some happen to all be scarce. The Embraces(or other) baby vamps will not be scarce, but as above they are counted when influencing up a scarce vampire of that clan.
