Name: Declaration of War Cardtype: Political Action Requires a ready archbishop, cardinal or regent. Successful referendum means each Methuselah loses 1 pool for each ready Sabbat vampire controlled by his or her predator. Pool lost this way is divided and allocated evenly (round down; unallocated pool goes to the blood bank) between each Methuselah controlling at least one ready Sabbat vampire. Seraphs have 1 additional vote in this referendum. Only one Declaration of War can be played or called in a game. Prince of Paris, France Ratings Coordinator, Rules Director

Shouldn't the pool gain happen before the pool loss to avoid fake ousts? It would be more complicated to word that way, though.

Toreador Palla Grande does not need this, and while it is fitting for sabbat to have strength by number, the overall feel is not too flavorful or exciting.

This would make them add one or more archbishops in order to play the card 2/ the card is "once per game", so building a whole tech around this deck is maybe a little waste. They are archbishop as small as 4-cap or 5-cap, Creations rites is already a pretty sweet card for swarming, and without swarming the card is way too random - with a full sabbat table you will do next to nothing, and you may end up with an unplayable vote if your predator swarm with sabbat - blood brother and !tore spring to mind, but other may be bad too.

There is one 4 cap and no 5 cap archbishops unless you talk about merged vampire. All other start from 7+ (and there are just 4, yes - FOUR archbishop who are 7 cap INCLUDING one merged vampire). Go ahead and check princes. Sabbat need good titled vampires in this expansion. Sabbat.Black Hand Shakar: Lech loathe ranged weapons. Once each action, he may burn 1 blood to become Camarilla Prince of Krakow until the end of the action.

I was persuaded that they were a 5-cap archbishop. But even then, between vote to become archbishop and 7-cap archbishop to play Creations rite, you can swarm and use archbishop, who can do a big fat pile of damage.

That leaves Marie Faucigny and Ladislas, neither is really that good. It's pointless to create entire deck on card that is once each game. You don't build 14 cap vampires (11 with master disciplines and tricks) to play reins of power and rely on it's ousting power. Sabbat.Black Hand Shakar: Lech loathe ranged weapons. But, as you can see by reading my post, I was talking about reinforcing swarm deck, not creating them from thin air. Palla Grande swarm does exist, putting creations rites and this vote in them does not seem particulary difficult to do.
