Psyche!, Freak Drive, Cat's Guidance or any other minion card that I can think of (that doesn't cancel Obedience as it is played) has never been allowed during or at the end of an action after Obedience has been played as playing Obedience explicitly ends the action, right then and there. There's no "at the end of the action/combat" window where Psyche! could theoretically be playable.
I think he asked about playing psyche after first combat and then getting obedience'd.

Roughly speaking, there's little practical change.
I'm actind, and in combat with you. Combat is about to end, but I play Psyche!.
Combat ends.
The Psyche! effect kicks in, and starts a new combat.
At this point, you can play Obedience, because the requirements are met.
Untapping and tapping occurs, and the action ends.
The only practical difference is that I played Psyche! in combat, rather than immediately after combat.

You can play Obedience to end the action as the combat created by Psyche! would start. Just as before.

I thought reactions could not be played at combat, as "Power of All" controversy showed, and that the reason behind "old psyche vs obedience" worked is that both were outside combat, and as new psyche is inside combat, it wouldn't allow obedience, or power of all for that matters, to be played.
